Farabi Yussoff currently holds the post of Head of Smart Infrastructure in Gamuda Technologies. Before his current post, he was the Smart City Expert in TM One and Head of the Smart City Unit at PLANMalaysia, Ministry of Housing & Local Government (KPKT). Throughout his 23 years of service in Government & private sector, he has gained experience at the Federal, State & Local Government level with a special interest in strategic planning, digitalisation, Geospatial Information System (GIS), digital infrastructure planning, smart city, urban mobility and Big Data Analytics (BDA). He was involved in the formulation of the first National Urbanisation Policy & National Physical Plan, and responsible for the hosting of the Ninth Session of World Urban Forum (WUF9), Kuala Lumpur in 2018 during his tenure with Urbanice Malaysia, a Centre of Excellence for Sustainable Cities and Community Well-being under KPKT. He holds a Bachelor & Diploma in Town & Regional Planning from the University of Technology of Malaysia. Before his service with the Government, he worked as a Spatial Analyst at a Geographical Information System (GIS) consultant in Johor Bahru. He is also a professional technologist for the Malaysia Board of Technologists (MBOT) and a registered town planner for the Malaysia Board of Town Planners (LPBM).

Balancing hardware, software and heartware is one thing in a single showcase district or pilot precinct. Scaling that balance across an entire city, let alone an industrial corridor or regional growth zone, is another challenge entirely. Smart city concepts across the region frequently launch as successful localized wins: a digital command centre here, a smart transit hub there. The harder task is replicating, integrating and expanding those wins city-wide, without losing the human-centred design that made them work in the first place. This session explores how to bridge the gap between high-level urban strategy and ground-level execution at scale. Bringing together national smart city strategists, municipal government leaders and master infrastructure developers, the panel tackles the structural, financial and technological realities of scaling up. How do local councils modernize legacy civic infrastructure without disrupting services? How do private developers integrate smart grids, mobility and sustainable design into mega-builds while keeping citizens, not just systems, at the centre? And how do national policy frameworks align public and private capital so heartware isn’t the first thing sacrificed when a pilot goes citywide?
