Professor Dr. Patrick Then is the Chief Executive Officer of the Sarawak Artificial Intelligence Centre (SAIC), bringing over two decades of experience across higher education, research, and digital transformation. His expertise spans Artificial Intelligence, Machine Learning, Computer Vision, Digital Health, Health Informatics, Data Analytics, and the Internet of Things, with a consistent focus on applying AI responsibly to solve real-world problems in healthcare, government, industry, and education. Before joining SAIC, he held senior leadership roles at Swinburne University of Technology Sarawak Campus, serving as Head of the School of Information and Communication Technologies and Director of the Centre for Digital Futures. In these positions, he strengthened research capacity, deepened industry collaboration, and mentored emerging talent. His academic work includes peer-reviewed publications, postgraduate supervision, and technology commercialisation aimed at bridging research and practical application. As CEO of SAIC, Professor Patrick leads the development of Sarawak’s AI ecosystem, uniting government, academia, industry, and international partners to advance innovation, governance, digital infrastructure, and workforce development. He emphasises trustworthy, transparent, and ethically aligned AI systems, including sovereign AI capabilities that protect local interests. His vision positions Sarawak as an internationally recognised centre of excellence for responsible Artificial Intelligence that empowers people and strengthens economic resilience.

In this keynote, the CEO of the Sarawak Artificial Intelligence Centre (SAIC) sets out how Sarawak intends to engage this frontier as a builder, not merely an adopter. Quantum-enhanced AI could deliver step changes in energy optimisation, advanced materials, healthcare and climate resilience, sectors where Sarawak has natural strengths. The same quantum capability, however, threatens the cryptographic foundations of today’s digital economy. Sovereign AI therefore requires sovereign security. The session outlines SAIC’s perspective on preparing Sarawak for the quantum era. That starts with building quantum-ready AI infrastructure, adopting post-quantum cryptography and cryptographic agility, developing specialised talent, and shaping governance that keeps innovation trusted and secure. As Sarawak advances its AI and digital economy agenda toward 2030, the choices made now will determine who leads and who follows. Sarawak’s ambition is clear: to be a regional producer of AI solutions, with security and resilience built in from the start. The frontier will not wait for us. Sarawak must be ready to lead it.
