Mr. Chin Kah Yi is a seasoned IT professional with more than 25 years of experience spanning IT solutions, enterprise architecture, policy management, strategic consultancy, cybersecurity, cloud technologies, and digital infrastructure. He holds a Master of Science in Distributed Systems (Information Technology) from the University of Kent, Canterbury, United Kingdom, and is internationally certified as a CISSP, ISSMP, and CCSP, reflecting his strong expertise in cybersecurity, information security management, and cloud security. Throughout his career, he has held key leadership positions, including Chief Operating Officer and Technical Advisor, where he led complex and large-scale ICT projects, implemented secure and scalable data centre and technology solutions, and supported digital transformation initiatives across government agencies, private organisations, educational institutions, and communities. As Chief Executive Officer of Sabah Net Sdn. Bhd., Mr. Chin leads the company’s strategic direction in strengthening Sabah’s digital infrastructure and advancing Sabah Net’s role as a key digital ecosystem enabler. His leadership focuses on enhancing operational excellence, fostering innovation, expanding digital inclusion, and building strategic partnerships that enable technology to contribute meaningfully to Sabah’s social and economic development.
Beyond Sabah Net, he plays an active role in regional digital cooperation through the BIMP-EAGA Digital Alliance, where he serves as Sabah’s focal point and represents Sabah’s private-sector interests. In this capacity, he facilitates cross-border collaboration and supports initiatives that strengthen digital connectivity, ecosystem development, innovation, and inclusive economic growth across the BIMP-EAGA region.
